Eu procurei la no pesquisar e não achei, mas eu achei um problema parecido com o meu em um forum:
"hey when i connect to the net i cant sign in to msn or kazaa it all frezzes so i press ctrl-alt-delete and it say A456E124F1 not responding. how do i fix this" Não é exatamente o meu problema, mas é com o mesmo arquivo. E a resposta foi

"It is likely you have a corrupt or missing Wsock32.dll file. Run a virus check to make sure you don't have the Matrix virus. AOL software is famous for corrupting this file, if that is the service you are using. Use the following procedure to repair:

Windows 98 or Windows 98 Second Edition

To extract files in Windows 98 or Windows 98 Second Edition, use the System File Checker tool:
Quit all running programs.


Click Start , and then click Run .


Type sfc , and then press ENTER.


In System File Checker, click Extract one file from installation disk .


In the Specify the system file you would like to restore box, type Wsock32.dll , and then click Start .


In the Extract File dialog box, type drive :\Win98 in the Restore from box, where drive is the drive letter of the CD-ROM or DVD-ROM drive that contains your Windows 98 CD-ROM, and then click OK .

Mas infelizmente, mesmo depois de eu fazer isso continuou o erro, agora eu não sei mais oque fazer...

Eu uso o avg, e o meu windows é o 98.
