My friend has the same problem and the following solution solve the problem
* A Windows Unicode file is missing from your computer.

To resolve the issue, please follow the below steps:

1. Remove MSN Messenger from your computer, and then reinstall MSN Messenger.

A. In the notification area at the far right of the task bar, right-click the MSN Messenger icon, and then click Exit.
B. Do one of the following depending on your operating system:

Microsoft Windows 98 and Microsoft Windows Millennium Edition

a. Click Start, click Settings, and then click Control Panel.
b. Double-click the Add/Remove Programs icon.
c. Click the Install/Uninstall tab in the Add/Remove Programs Properties dialog box.
d. Select MSN Messenger, and then click Add/Remove.
e. If prompted, click Yes to confirm that you want to remove the program, and then click OK.

Microsoft Windows 2000

a. Click Start, click Settings, and then click Control Panel.

Essa página sim, ele tem que verificar se o login já existe no banco de dados e se o input senha é igual a senha2

e depois se estiver tudo correto é pra ele cadastrar no banco de dados

A minha idéia é do cidadão inserir seus dados em uma página normal só com o formulário
essa formulário é enviado para está página em PHP que tem que verificar se o login já existe no banco de dados, caso exista exiba mensagem de erro

eu tava testando sem a parte que insere no banco de dados só pra eu conseguir entender como funciona....
quero intender o porque desse erro! eu peguei pedaço desse código aqui no fórum mesmo
