Alguém tem um código javascript que aplique um único refresh na página, no momento que ela é carregada?

Oba... tenho um refresh quando a página é carregada. Não é javascript, mas sempre funcionará.

O refresh é para a mesma página? É por causa de Cookies sua dúvida?

infelizmente não foi possível, porque a página fica dando refresh a cada segundo....piscando a tela o tempo todo.
Preciso de um que faça só uma vez o refresh.
O que ocorre é que a tela abre com dados antigos, mas se dermos F5 ela atualiza. Porém os usários não tem acesso ao F5 e nem devem ficar clicando isso para atualizar.

Tenta o seguinte: através do linguagem da sua página, um código que não armazene o conteúdo no cache.
ou até mesmo em HTML dá pra fazer isso:
<meta http-equiv="pragma" content="no-cache" />
<meta http-equiv="expires" content="-1" />
