Gostaria de saber de a função "Copy" só funciona no servidor ou funciona localmente tb.

veja o que estou tentando fazer e não funciona.

o que esta errado nisso.

jovem e como eu faço para pegar apenas o arquivo em uma path

tipo assim:

$caminho = "C:/imagens/teste.jpg";

$image = // uma forma de pegar apenas o "teste.jpg" da variavel $caminho

$destino = "D:/apache/images/".$image;

copy($caminho,$destino);
?>

Você poderia separar a pasta do arquivo:

Eu não expliquei direito, não dá para eu fazer assim pois não sei o aquivo que o usuario vai querer, o parametro vai ser passado por uma input file

$pasta = $_POST[file]; // essa variavel é a input file com o caminho
"C:/imagens/teste.jpg"; que pode ser qualquer arquivo em quaquer pasta.

ai na pagina que você for resgatar para usar a função copy e só fazer assim
