Bem pessoal... já descobri o q era.... foi só executar o comando no DOS:

cacls c:\windows\system32\cmd.exe /E /G IUSR_ADMIN2003:F

Então executando esse comando eu dei acesso total ao PHP de executar o cmd.... daí funfou corretamente...

Este tópic é justamente o que preciso, porém quando executo este comando ele me mostra o seguinte erro:

C:\>cacls c:\windows\system32\cmd.exe /E /G IUSR_ADMIN2003:F
Não foi feito mapeamento entre os nomes de conta e as identificações de segurança.


Alguem sabe me informar como soluciono mais este erro.

abre o prompt do dos e digita : cacls /help você irá ver como funciona essa comando no Windows ( 2000, XP ou 2003 ) no windows 98 e ME nem existe!
