Cara assim, camada não respeita orientação de alinhamento, vc tera que trabalhar apenas com tabela e celula de layout. Assim como ta no seu codigo tem uma tabela de layout dentro duma camada, a tabela vai alinhar no centro da camada, mas a camada nao respeita o alinhamento da tela.
