Como Parar As Quedas D Servidor?

Olá amigos tenho um problema no meu servidor Linux
sempre que tenho mais de 2000 pessoas on-line ele sai fora do ar!

Como fazer parar estas quedas quando o servidor atinge 2000 pessoas online?
ja tentei mudar o Apache o limite de pessoas
